Research abstract
The U.S. Security Cooperation & Assistance (SC/A) domain is crucial for advancing national security interests and fostering global stability. Managed by the Defense Security Cooperation Agency (DSCA), SC/A involves activities to build relationships, develop military capabilities, and reinforce interoperability with partner nations. Security Assistance refers to programs via grants, loans, credits, cash sales, or leases.áDespite numerous reform efforts, SC/A continues to face challenges that hinder its effectiveness. A 2022 Tiger Team identified six key pressure points: better understanding of ally and partner requirements, efficient technology release reviews, providing relevant priority capabilities, accelerating DoD acquisition and contracting, expanding Defense Industrial Base capacity, and ensuring broad U.S. Government support.áMorgan Business Consulting, LLC proposes developing the Augmented Security-Cooperation Intelligent Support Technology (ASIST), a Domain-Specific LLM to enhance SC/A operations. ASIST will streamline complex processes, reduce administrative burdens, and improve decision-making accuracy. Using a foundational LLM like Metaĺs Llama 3 and fine-tuning it with domain-specific data, ASIST will integrate real-time retrieval of compliance guidelines and historical sales data.áThe potential benefits of ASIST include predictive requirements analysis, automated document generation, multilingual capabilities, accelerated TSFD reviews, risk assessment, legal and regulatory compliance, customization and integration of solutions, intelligent workflow management, predictive analytics for lead times, enhanced interagency collaboration, real-time case tracking, and data-driven decision-making.áASIST distinguishes itself from existing solutions by focusing on law and policy compliance, deep linguistic understanding, strategic data analytics, and scalability. It will complement current systems rather than replace them, providing an AI-based method for enhancing human-performed actions associated with FMS.áThe commercialization strategy for ASIST targets a substantial FMS market valued at approximately $230 billion in 2023. ASIST aims to address inefficiencies in the FMS system, benefiting military services, OEMs, and other stakeholders.áIn conclusion, ASIST holds immense potential to revolutionize SC/A operations, supporting U.S. national security objectives through enhanced efficiency, effectiveness, and accountability.
