Research abstract

The Department of the Air Force (DAF) requires an Identity, Credential, and Access Management (ICAM) solution that performs reliably in Denied, Degraded, Intermittent, and Limited (DDIL) environments. Traditional cloud-based identity systems are not designed for disconnected or contested operations. This proposal “Edge-Ready Identity Powered by UDS” delivers a production-ready, post-quantum ICAM platform tailored for DAF missions at the edge.Defense Unicorns and Lastwall have partnered to integrate UDS (Unicorn Delivery Service), a DevSecOps-native, air-gap-capable deployment platform, with IDCommand Tactical, a containerized identity solution built by Lastwall. This combined system enables “click-to-deploy” ICAM bundles that support passwordless, CAC-derived, and biometric authentication even without network access. Upon reconnection, policies and revocation lists are securely synchronized.Built in the memory-safe language Rust, Lastwall’s platform supports public key infrastructure (PKI), post-quantum encryption (ML-KEM), hardware-backed passkeys, and aligns with NIST 800-63B AAL-3. UDS automates deployment, generates compliance artifacts (SBOMs, STIGs, SAST/DAST), and integrates with Air Force telemetry and observability tools for ATO  support. This Phase II effort will operationalize the platform for DAF use, with deployments and user testing. Objectives include validating offline identity continuity, enforcing device trust using TPM/Secure Enclave, and integrating Zero Trust telemetry for real-time policy enforcement. Both UDS and Lastwall are validated and in use across government and critical infrastructure sectors. This project builds on existing capabilities not basic research and delivers a field-proven, quantum-resilient ICAM system ready for enterprise and tactical deployment. The result is a secure, scalable identity solution that meets DAF Zero Trust goals and performs at the disconnected edge.
