Research abstract

Metron, Inc., proposes a unique solution for combining visualization, mission-level modeling, and automatic collection of mission/campaign success metrics, with the goal of improving training of Information Operations (IO) practitioners. The first part of the effort will focus on which elements of the five core capabilities of Information Operations (IO) are amenable to training via modeling and simulation (MODSIM). During Phase 1, Metron will focus on these capabilities and proposes to federate the NSS model with other well-established engineering models of utility to the IO community, with the goal of allowing IO practitioners at different levels to visually trace actions up to mission/campaign outcomes or down to physics/engineering first principles. The IEEE 1516 and IEEE 1484 standards will be used as guidelines for the approach. As part of this effort, Metron will develop key IO training scenarios, focusing on the effects-based operations desired by the IO community. Metron will map measures of effectiveness (MOE) and measures of performance (MOP) to these mission-campaign objectives, and tie the MOE/MOP back to higher-fidelity models in use by the IO practitioner. A mock prototype will be developed that includes a set of test scenarios which demonstrate the training potential.
