Research abstract

To maintain its technological advantage in a rapidly evolving, digitally competitive world, the US Navy must continue integrating advanced AI solutions to address emerging challenges posed by near-peer adversaries. One area where AI can significantly improve operational efficiency is in form and report completion, a critical process for ensuring Navy readiness. Building on the success of our Phase I project, Pacific Science & Engineering (PSE) proposes Phase II of FormAID, an AI-powered system designed to enhance the speed, quality, and consistency of Navy documentation processes. In Phase I, PSE developed a functional prototype of FormAID focused on 2KILO form authoring as a proof-of-concept, demonstrating AI’s potential to streamline form completion workflows. Phase II will expand this work by creating a scalable, general-purpose framework capable of supporting a wide range of Navy forms and reports, including 2KILO maintenance forms, OPREP5 operational reports, and other mission-critical documents. Unlike past efforts that have focused on updating individual systems, FormAID will provide a modular, interoperable solution that integrates seamlessly into both current and future Navy documentation systems, enhancing content generation, form-entry validation, and real-time assistance. At the core of FormAID will be advanced AI techniques, including large language models (LLMs) that enable automated content generation, semantic analysis, and validation. These capabilities will be complemented by performance-enhancing methods, such as fine-tuning and reasoning strategies that improve the accuracy and reliability of the system. FormAID will also integrate AI frameworks that enable efficient, collaborative task-solving, ensuring the system adapts to various needs and operational contexts. In Phase II, FormAID will be optimized for use in diverse operational settings, including those where network connectivity may be limited. Operating at the edge, the platform will provide continuous, reliable support for completing mission-critical forms and reports, whether in-port or underway. This will enhance overall operational efficiency, reduce documentation bottlenecks, and increase material readiness.Applying PSE’s expertise in human-AI integration, system design, applied cognitive science and user-centered design, FormAID offers an innovative, scalable solution that will improve Navy operations and documentation workflows, addressing long-standing challenges in form and report authoring.
