Research abstract

Current and future Navy and Joint Warfare systems must operate within an architecture of surveillance; battle management; command, control, communications, computer, and intelligence (C4I) systems which cover an entire theater and all warfare areas simultaneously. This composite warfare environment is intensely information driven, and the ultimate effectiveness of battle force and joint operations depends heavily on the exploitation of the aggregate of both on-board and off-board systems including tactical exploitation of national capabilities and intelligence sources. The current trend toward multi-mission system design also amplifies the Navy's need for a more comprehensive means of analytical assessment of architectural options and employment doctrine. This implies that the required SEW synthetic environment must be compatible with and connectable to a larger aggregate synthetic environment composed of multiple individual synthetic environments as required to represent the overall warfighting operational system of the future. The purpose of the proposed Phase I effort is: (1) to establish the feasibility of developing and demonstrating this SEW synthetic environment; (2) to determine critical technologies and the extent to which these required technologies limit near-term synthetic environment capabilities; and (3) to develop a specific Phase II implementation and demonstration plan.
