Research abstract

SINRJE-N will modify, network, and integrate (1) AN/SLQ-32 to network ELINT data (2) EWCS (Electronic Warfare Control System) to process SLQ-32 data (3) CORRUS (Correlation Using SEI) for Specific Emitter Identification (SEI) of both organic and all sourceELINT, and (4) SCCID (Shipboard Composite Combat Identification) to process ELINT. SCCID will (1) automatically correlate COMINT and ELINT data from shipboard and National sensors with radar tracks, (2) use correlated information to identify unknowntracks, (3) infer adversary intent, (4) cross cue sensors. SINRJE-N may also integrate new EO/IR and acoustic sensors being developed by NAVSEA. SINRJE-N will consist of the sensor network with the EWCS and CORRUS capability and the enhanced SCCIDprocessing capability. The tactical value of such a multi-intelligence fusion capability will be enormous, potentially (1) providing a single, comprehensive and correct integrated tactical display (2) automating tasks which are now performed manually, ifat all (3) preventing numerous track identification errors (4) alerting friendly forces to indications of adversary intent (5) cross cueing sensors (6) providing a prototype for cost savings by using common DIICOE compliant hardware and software forportions of ELINT and COMINT systems. COMSPAWARSYSCOM PMW-189 and COMNAVSEASYSCOM PMS-473 have already agreed on the need to develop and field the basic capabilities that are embodied within SINRJE-N. SINRJE-N will immediately find application within thecommand and control systems of force level ships such as aircraft carriers (12), large deck amphibious ships (12), numbered fleet command ships (4), and numerous ashore theater/fleet fusion centers. Additional opportunities for SINRJE-NSCCID assistedcorrelation technology are expected on all SI capable Navy ships (90+) and USMC Marine Expeditionary Units (Radio Battalions) (3). Because of the trend for process automation and concomitant manpower reductions afloat on new ship classes such as the DD-21and CVNX, SINRJE-N will be essential to the C3 architectures on these ships. Submarines (70+) have long had small heavily tasked crews who would be excellent candidates for the benefits of SINRJE-N.With the considerable fleet need and opportunity for easy implementation, SINRJE-N will initially be installed and demonstrated on force level ships. Starting with Fleet Battle Experiments (FBE) on the Second and Third Fleet command ships, continuing toactual deployments on battle group and amphibious ready group flagships, and finally being implemented fleet wide on unit level ships. Ultimately SINRJE-N has wider applicability to being hosted in other service and joint environments on systems such asGCCS-I3.The tactical value of such a multi-intelligence fusion capability will be enormous, potentially (1) providing a single, comprehensive and correct integrated tactical display (2) automating tasks which are now performed manually, if at all (by overloadedoperators) (3) preventing numerous track identification errors (preventing friendly casualties) (4) alerting friendly forces to indications of adversary intent (5) cross cueing sensors (6) providing a prototype for cost savings by using common DIICOEcompliant hardware and software for portions of ELINT and COMINT systems.
