Research abstract

The Air Force’s reliance on off-base power grids presents a critical vulnerability to combat readiness, nuclear deterrence, and global operations. Cyberattacks and extreme weather threaten mission continuity, with adversaries actively targeting U.S. infrastructure and severe storms causing thousands of outages annually. In 2021 alone, Winter Storm Uri led to blackouts at 12 of 15 primary defense installations in Texas, with one base’s utility costs spiking from $350K to $30M. These risks are especially concerning for strategic bases such as Minot, Malmstrom, Ellsworth, and F.E. Warren, where power failures could compromise two legs of the U.S. Nuclear Triad. To address this challenge, the 28th Bomb Wing at Ellsworth AFB is partnering with Accelerate Wind to develop and demonstrate a resilient, off-grid power solution using the Xcelerator 6000 rooftop wind turbine. This system offers 3x the energy output of conventional small wind turbines, a 50% reduction in powertrain costs, and seamless integration with solar and battery storage. Designed for extreme climates, it operates in -60°F conditions and withstands severe blizzards, ensuring sustained power for mission-critical assets. Unlike traditional wind turbines, its low-profile design eliminates radar interference and flight path restrictions, making wind energy viable for Air Force installations. This effort will validate the Xcelerator 6000’s performance in extreme environments, enhancing the DAF’s energy resilience while reducing dependence on vulnerable civilian grids. By securing 30+ days of backup power, this technology directly supports the Air Force’s Operational Imperatives, enabling uninterrupted mission execution in contested and austere environments.
