Research abstract

Programs Management Analytics & Technologies Inc. (PMAT) proposes an advanced solution to address the critical challenges in real-time data mining and track fusion within the maritime domain. Building on the successful Phase I development, the proposed Phase II effort centers on the creation of the Multi-INT Correlation and Fusion Engine (MICAFE), designed to enhance data management and distribution within the Maritime Targeting Cell (MTC) system. This initiative aims to improve the Navy’s ability to exploit multi-intelligence (multi-INT) data sources effectively and in near real-time, thereby enhancing situational awareness, targeting efficiency, and mission success in contested environments. The Phase II objectives include the implementation of Pedigree and Provenance Data Tagging, the enhancement of data management observability, and the minimization of end-to-end latency in data movement. MICAFE will leverage innovative methodologies in deep learning to address issues such as data looping and ringing, which can compromise the accuracy and reliability of intelligence in critical operations. The engine will be deployed to both manned platforms and ground stations, interfacing with key data producers and consumers such as the Minotaur Mission Management Systems (MMS).PMAT’s Phase II effort not only aims to prototype MICAFE but also to ensure its seamless transition to operational use in Phase III. By closely collaborating with NAVSEA and other stakeholders, PMAT will refine the MICAFE architecture, ensuring it meets the stringent requirements for deployment in operational environments. This will include rigorous testing in both unclassified and classified settings, ensuring MICAFE’s readiness for integration into the Program of Record (PoR) and its alignment with broader Department of Defense (DoD) initiatives such as Joint All-Domain Command and Control (JADC2).The MICAFE solution promises to significantly enhance the Navy’s capabilities in maritime situational awareness, providing a robust tool for the fusion of diverse intelligence sources, thereby supporting the rapid and accurate identification of threats in the maritime domain.
