Research abstract

The Navy seeks a solution to address critical Battlespace Awareness (BA) and Shared Situational Awareness (SSA) gaps in contested environments. Programs Management Analytics & Technologies, Inc (PMAT) proposes the Dynamic Rerouting Optimization for Platforms and Sensors (DROPS) to meet naval and joint collection optimization challenges in support of dynamic mission planning and execution. DROPS will improve mission planning and tasking for naval platforms and sensors by reducing gaps in sensor coverage and associated data collection. In support of the DROPS prototyping effort, PMAT in collaboration with our partner, ICR, Inc. will develop innovative, real-time/near real-time optimization algorithms utilizing disparate naval and national mission planning, tasking, and tracking sources. The DROPS optimization engine will be configurable to meet varied mission priorities and desired outcomes, providing operators a dynamic tool to expedite and simplify their decision making in support of time sensitive missions. DROPS will be composed of a platform and sensor inventory catalog, sensor coverage algorithms to identify collection gaps, an optimization engine, and a planning and tasking Course of Action (COA) recommender. DROPS will interface with external systems and will include a parallel test bench allowing for new and third-party algorithms to be rapidly introduced and competed.Successful development and deployment of DROPS will provide holistic insights into Intelligence, Surveillance, Reconnaissance (ISR) collection assets within a given Area of Interest (AOI). This will enable analysts and operators to dynamically plan and request platform and sensor re-tasking to support Commander’s Critical Information Requirements (CCIR) and Priority Intelligence Requirements (PIR).
