Research abstract
RSVP Proposal Cover Sheet (Volume 1) – Expanded Streamlined TextSecuring Facility Security Clearances (FCLs) remains a significant challenge for many DARPA BRIDGES performers, especially smaller or nontraditional vendors that lack specialized security teams. Although some organizations submit well-structured applications and receive prompt approvals, others face delays due to overlooked requirements, incomplete filings, or foreign ownership, control, or influence (FOCI) issues. In more complex FOCI scenarios, organizations may need to appoint external directors, implement board resolutions, or undertake thorough governance restructuring to satisfy the Defense Counterintelligence and Security Agency (DCSA).Pearson Security Services developed the Rapid Secure Vetting Platform (RSVP) to alleviate these bottlenecks. Drawing on direct collaboration with DCSA since 2022, RSVP integrates AWS GovCloud architecture, AI-driven data analysis, and a deep understanding of clearance requirements to expedite the entire FCL application lifecycle. Rather than simply digitizing forms, RSVP proactively detects problematic data—such as contradicting ownership records or inaccuracies in public disclosures—and encourages prompt corrective actions before official review.RSVP’s multi-layered approach accommodates both simpler and more intricate FCL applications. For entities with little or no FOCI, the platform offers guided workflows, real-time validation, and automated form population, ensuring rapid, error-free submissions. When FOCI complexities arise, RSVP pinpoints potential mitigation measures, including Security Control Agreements (SCAs) or Special Security Agreements (SSAs), while clarifying the scope of governance changes or board involvement that may be required.Key to RSVP’s security posture is its robust document repository, supported by role-based access controls, version tracking, and detailed audit logs. The AI-driven analysis engine cross-references all uploaded material—capturing conflicts between governance records, regulatory filings, and other pertinent documents—and leverages IBM’s DoD-oriented large language models for enhanced pattern recognition. Furthermore, RSVP provides an optional compliance wizard that delivers analytics-driven risk indicators, flags emerging foreign threats, and correlates a performer’s internal data with known vulnerabilities, reinforcing an organization’s security posture. To keep teams aligned, RSVP offers collaboration tools for legal counsel, security officers, and executives, centralizing discussions, file sharing, and reminders. This structure reduces rework, enhances transparency, and helps even small innovators pursue classification needs without diverting resources from core research activities. RSVP ensures swift, organized FCL approvals, enabling secure, efficient classified access without degrading standards.
