Research abstract

The Consolidated Incident Management Analytics System (CIMAS) is an innovative platform designed to transform public safety operations by enabling secure, real-time analytics of 9-1-1 call and incident data. CIMAS leverages a high-availability data lake integrated with AI-driven analytics to improve emergency response, detect mass incidents, and mitigate cybersecurity threats such as denial-of-service (DoS) attacks. The system features a lightweight microservice that securely collects, anonymizes, and normalizes call and incident data from public safety answering points (PSAPs). This data is centralized in a secure, FedRAMP-compliant cloud environment, where it is analyzed in real time to generate geospatial heat maps, identify anomalies, and optimize mutual aid responses. CIMAS also integrates AI and machine learning models to predict incident trends, reduce duplicate call volumes, and deliver actionable insights to responders. By adhering to NENA and FEMA NIMS standards, CIMAS ensures interoperability and compliance across PSAPs, enabling seamless data sharing with local, state, and federal agencies. The platform’s role-based dashboards and APIs provide secure access to anonymized data for decision-making and future AI/ML model development. CIMAS addresses critical gaps in public safety by consolidating disparate data sources into a unified system, empowering agencies to respond faster, allocate resources efficiently, and safeguard communities against emerging threats. The proposed Phase I effort will validate the technical feasibility of CIMAS, develop key system components, and demonstrate its impact through real-world data collection and analysis. This foundational work will pave the way for nationwide deployment and adoption.
