Research abstract

To enhance the effectiveness of USMC instructors and support comprehensive warfighter development, there is a critical need for advanced tools that facilitate learning and performance assessments both inside and outside of the classroom. This proposal outlines a technical approach to enhance warfighter performance within the USMC through the development and refinement of the Training, Evaluation, and Collection Kit (TECK), a suite of complementary tools for data-driven training, evaluation, and after-action review (AAR). The solution includes IMITATE, a behavior-based performance optimization tool designed to accelerate instructional skill mastery, and the Field Evaluation Toolkit (FET), which is comprised of the existing Field Assessment System (FAS) module and a new Event Collection Tool (ECT) module. The FAS module facilitates capture of standardized assessments from multiple unit and echelon observer/controllers (O/Cs) for streamlined, data-driven AARs. Under the proposed effort, the foundational capabilities of FAS will be enhanced and will also inform the development of the Event Collection Tool (ECT), facilitating training, assessment, and critical event marking across a wide range of USN training environments through authorable evaluation rubrics, customizable data collection interfaces and streamlined, intuitive AARs. The ECT builds upon a foundation of validated data collection capabilities from the FAS, while adding necessary enhancements to address gaps and lessons learned specific to event marking in dynamic field exercise scenarios with the goal combining the capabilities to create a comprehensive suite of tools, the FET, for optimizing training effectiveness and decision-making within the USN. Ultimately, the tools making up the TECK will support the USMC's evolving training needs by fostering a more knowledgeable and better-trained fighting force through standardized assessment, structured feedback and customized training interventions.
