Research abstract

In the proposed SBIR Phase II the Wilson Eagle Limited Partnership/Ausgar Technology/Jove Sciences, Inc. (WELP/A/J) Team will continue the current NAVWAR PMW 150 SBIR Phase I development and testing of the Advanced Correlator-Navy (ACOR-N) and Pattern Of Life Processor (POLP)  so that the technology can be transitioned to the existing Command and Control Experimentation (C2X) program during a Phase III follow-on contract. C2X has a well-developed, tested capability at the SECRET level, and is in the initial phase of increasing the C2X capability to the TS/SCI level. C2X is unique in the development of a C2 capability for both afloat and ashore missions at both the SECRET and TS/SCI levels. The ACOR-N and PB/POLis  processor  is the “missing link” to Detect, Track, Classify, and Identify (DTC&I) Contacts Of Interest (COIs) to minimize the “detect to kill” time. With this background, the Phase II effort will serve as a “Bridge to Phase III” for the ACOR-N/POLP and C2X integration schematic, and will be addressed id in the Base Task, followed by the First and the Second Option Tasks.. Their Technical Objectives are: Base Task Technical Objective: ACOR-N and the ACOR-N Radar ELNOT Filter (AREF) batch processing capability will be installed in containers ATOed within the C2X boundary at both the SECRET and TS/SCI levels. Data from selected AOIs will be processed using C2X C2 inputs when the Battle Group (BG) is “at range” far from the battlespace. ACOR-N will record and data-fuse national sensors. AREF provides a likelihood of classifications for IBS COIs. The auto classification objective reduces the “detect to kill time.” C3F Maritime Information Operations Center (MIOC) operators will be requested to independently assess performance results, and WELP/A/J will work with C2X to determine performance value added. First Option Task Technical Objective 2: WELP/A/J will develop and test the ACOR-N PB/POL processor for tracks emitting ELINT,as well as for ships broadcasting AIS. The Static ELINT Ship Matrix (SESM) and Dynamic ELINT Ship Matrix (DESM) modules will be created for naval combatants and their support ships for the U.S. Navy and a navy from one other country. The Operational Statistical Real-time Model (OpStReaM) and the Historical Statistical Real-time Model (HiStReaM) will be used in a similar manner to the AIS ship case, with AREF and TOBI data being included in SESM and DESM. Minotaur Bloodhound Sidecar (MBS) software will be developed. The Minotaur “Fleet” software version will be installed in C2X in fall 2024.  Second Option Task Technical Objective 3: WELP/A/J will develop near real-time software for the ACOR-N data fusion processor, AREF, and the PB/POL ELINT processor. WELP/A/J will develop, integrate, and test the sensor adapter for the Minotaur ACOR-N Sidecar (MAS) and the Cooperative Engagement Capability (CEC). WELP/A/J will fully integrate its ACOR-N/AREF/CEC technology into C2X to optimize the kill chain performance.
