Research abstract

Detection and surveillance of activities associated with C4I facilities is prerequeisite to itnelligence gathering or targeting of such facilities. Development of effective sensors and sensor surveillance platforms is a difficult task: Facility design and operational characterisitcs vary greatly, their sites have differing background environments, countermeasures are implemented, and access is limited. An intense concealment program spanning 1980 through 1992 was conducted for the Air Force Strategic Missile Program. SARA, Inc. has assembled its personnel, data, methodology, and expertise in order to provide an unparalleled opportunity for identifying and developing the most effective sensor system against deeply-buried C4I facilities. A predisposition for a specifci sensor capability. This approach offers high confidence that an effective complement to existing sensor systems will result. Promising sensor candidiates include remotely-emplaced seismic/acoustic arrays, chemical species identification by direct or remote plume sampling, and remote RF measurement of antenna or radiated signal characteristics. We will apply measures such as array processing and anrrow bandpass sampling to achieve significant levels of background suppression.
