Research abstract

The Department of Air Force (DAF), specifically AFRL faces the challenge of evaluating vendor information during acquisition and contracting processes. These processes are rooted in manual methods and fail to deliver at the speed of need, resulting in misalignment, errors, and inconsistencies. To keep up with the rapidly changing technological landscape, streamlined, AI-assisted acquisition processes are essential to reduce the burden on personnel and shift their focus from manual processes to analysis and negotiation. Illumination Works (ILW) offers DAF and AFIMSC our auto-population and document generation tool, Raven. The tool works in tandem with Contracting Officers (CO), Project Managers (PM), etc. to speed up the process of generating price negotiation memorandums using artificial intelligence (AI) techniques. Raven will automatically extract information from vendor documents relevant to price negotiations, generate summary information, and produce a document for users to review, edit, and disseminate. Raven will provide statistical and comparative analysis across similar services, enabling CO’s and PM’s a birds-eye view across different contracts and negotiations.
