Research abstract

AMONG THE NUMEROUS MODELS USED TODAY TO MEASURE RELIABILITY, MAINTAINABILITY, AVAILABILITY (RMA), PERFORMANCE, AND COST EFFECTIVENESS FOR COMPLEX ELECTRONIC SYSTEMS, SEVERAL ARE OF PARTICULAR IMPORTANCE TOTHE NAVY. THE PRINCIPAL FOCUS OF OUR PHASE I EFFORT WILL BE TO EVALUATE THESE MODELS, DETERMINE THE FEASIBILITY OF MODIFYING THEM TO HAVESYSTEM PERFORMANCE REFLECT RMA AND LIFE-CYCLE COST CONSIDERATIONS, AND INVESTIGATE TECHNIQUES FOR EITHER COMBINING THEM OR DEVELOPING A NEW MODEL WITH THE REQUIRED CAPABILITIES. OUR ULTIMATE AIM IS TO PRODUCE A MEASURE OF EFFECTIVENESS (MOE) WHICH PROVIDES A STRAIGHT FOWARD YET MEANINGFUL METHOD OF ASSIGNING A SINGLE NUMBER BETWEEN 0 AND 1 TO ANY COMBAT SYSTEM, SUCH THAT THE CLOSER THE NUMBER IS TO 1, THE MORE EFFECTIVE IS THE SYSTEM. THIS MOE WILL ALLOW THE QUANTIFICATION OF SYSTEM MISSION AND COST EFFECTIVENESS, TASK DEFINITION, RMA, ETC.; WILL BE COMPATIBLE WITH EITHER STATISTICAL OR NONSTATISTICAL MEASUREMENTS; AND WILL BE MEANINGFUL FOR BOTH ASSESSMENT MODELS AND PREDICTIVE MODELS.
