Research abstract

Technical planners are required to prioritize the development of new systems technologies relative to user needs. Designs for these new systems typically only exist at the conceptual or preliminary design level, yet trade studies must be performed to assess cost and effectiveness, as well as overall affordability. Bottoms up estimating techniques cannot be used without performing a complete detail design, a time consuming and expensive process. Estimation by analogy only works when the new system or concept is similar, both technologically and functionally, with an existing system, a requirement that is often not met. Planners require a methodology and toolset which enables concept cost estimation when only operational or functional performance requirements are available. Objectives of this SBIR are to refine a methodology for estimating avionics life cycle cost based on system level performance requirements. The Phase I program will demonstrate feasibility of the proposed approach and provide a limited functionality prototype of a PC based software tool which implements aspects of the methodology. The initial effort will develop cost estimating relationships, and demonstrate utility for the Air Force TMD Attack Operations effort. The Phase II program will fully develop the cost estimating software tool. The tool would have wide application throughout the Armed Services, with the potential for commercial applications by any developer of advanced technology products, both civil and industrial.
