Research abstract

In one form or another, each service within the Department of Defense uses Mission Based Analysis (MBA) to make resource requirement decisions. As seen in programs such as Advanced Battle Management System (ABMS) and Combined Joint All Domain Command and Control (CJADC2), the MBA process is labor intensive and time consuming. In the age of near peer competition where technology is rapidly changing, the current MBA process is too slow and not flexible enough to provide the capability analysis that is required to keep pace with technology. Further, no capability or tool exists to integrate MBA mission architecture products into Model-Based Systems Engineering (MBSE) formats. This inefficiency in the process ultimately impacts the Warfighterĺs ability to maintain military advantage over the adversary. An automation tool that decreases the time needed to develop an MBA for a capability or sets of capabilities is required in order to deliver an analysis that maintains pace with the Warfighterĺs adversaries. á ááIn 2012, KCG commercially developed the Mission Resources Alignment MethodologyÖ (MRAM) to analyze and measure business process efficiencies. In 2018, in partnership with the Joint staff, KCG modified MRAM to align with the DoD joint capabilities analysis requirements and was formally codified as Mission Based Analysis. In this proposal, KCG is requesting SBIR funds to automate the JROC approved MBA process through software development of the MRAM Automation Tool. áááJoint Requirements Oversight Council (JROC) issued a Memo (JROCM 023-22) with the subject line: Joint All-Domain Command and Control Recommendations that specifically calls for a plan to accelerate the delivery of KCG MBA products. The Memo recognizes Mission Based Analysis (MBA) as an approved methodology for JADC2 capabilities development. áááIn March 2024, JROC issued another memo (JROCM 23-015) with the subject line: Offensive Non-Kinetic C-C5ISRT CPMR. áThis memo directs specific KCG MBA products to be used to conduct analysis required for all Capability Portfolio Management Reviews (CPMR) and Integrated Acquisition Portfolio Review (IAPR). áThis is directed to begin by June of 2024.
