Research abstract

In the challenging marine environment, identifying humans and target objects is tough due to waves, sea spray, light glare, darkness, mist, or in the fog of operations.  TEDGAR Consulting LLC is ready to provide the United States Navy and Department of Defense with a patent-pending sensor-agnostic software by Zelim. Zelim's ZOE is a proven, commercial AI-powered maritime object detection system.  It works day or night in fog or storm, detecting people, RIBs, jet skis, and more.  It improves search operations by increasing detection probability and can serve as a passive security system, sending automatic alerts upon detection.  It detects, identifies, and alerts users about dynamic objects. This project delivers a mature AI-enabled detection solution, enhancing search operations and ensuring consistent performance across various scenarios. ??????In the challenging marine environment, identifying humans and target objects is tough due to waves, sea spray, light glare, darkness, mist, or the fog of operations.  Zelim's ZOE, a patent-pending sensor-agnostic software, brings order to this chaos.  It detects, identifies, and alerts users about dynamic objects. ???TEDGAR is ready to deliver the Zelim Zoe System that leverages existing technologies and improves identification, location, and tracking of all persons in the water (PIWs) from afloat assets operating up to sea state five (5) and distances up to ten nautical miles.  This phase one project aims to educate, inform, and demonstrate ZOE so that in Phase II, it can be proven that ZOE can be 100% integrated & configured into current US Navy vessels, aircraft, harbors, and fixed moorings to provide live and continuous observance.     In this phase one proposal, we aim to communicate, educate, and demonstrate within eight weeks of award how this system can be used today to meet or exceed US Navy and DOD needs.  We will then conduct research via interviews with essential leadership and subject matter experts provided by the Navy to determine how the configuration with current systems can be achieved quickly. Our proposal is simple: we will meet and provide a complete understanding of our system.  Provide detailed and proven performance via reports and video.  We will answer all questions and then give a demonstration and performance with all aspects of our software.  After completing our demonstration, we will use two days to gain first-hand knowledge of the current systems.  We will focus on US Navy vessels and aircraft-based systems to develop a simple configuration.  From a simple output or video feed to processing data, it will be seen and interpreted in seconds for decisions to be made.
