Research abstract

Discovery Machine®, Inc. proposes a novel approach to the preparation of Acquisitions Requirement Packages (ARP). In this approach Discovery Machine shall work on combining emerging generative AI techniques with proven symbolic AI representing human subject matter expertise. In prior development efforts, Discovery Machine has demonstrated the feasibility of applying this approach to processing of unstructured text, conversion into structured object representations, and use of those structured representations to produce requirements for development of training systems. This proposal outlines a plan to extend these capabilities to the broader Acquisitions Requirements Package (ARP) development process, leveraging subject-matter expertise from experts in the domain of US Army acquisitions. This expertise shall be combined with generative AI techniques to automatically process prior contract examples, changes to the FAR/DFAR, as well as documentation on the Army’s acquisition process. This shall assist human users in the generation of ARP materials.  In this project, Discovery Machine shall develop an AI-driven ARP Advisor System. This system will include data stores of US Army acquisitions doctrine as well as existing acquisitions requirement packages and contracts which will leverage natural language embeddings to index the semantic data contained within. Discovery Machine shall work with human subject matter experts (SMEs) from the US Army Acquisitions community to capture critical mental models of the acquisitions process. The AI ARP Advisor will use these mental models within a symbolic AI framework to represent the reasoning strategies used by experts in the field of acquisitions. The system will then combine them with advanced natural language processing capabilities to provide an AI Advisor to acquisitions specialists to significantly expedite the creation of new ARPs.Discovery Machine shall apply its proven knowledge capture process to develop a novel AI solution to ARP preparation, leveraging its extensive history of developing successful AI for the DoD. This automation of the ARP generation process will lead to quicker awards, fewer protests, and better contracts that more directly address the needs of the Army. Novices in the field of Army acquisitions will benefit from the encoded knowledge of experts with years of experience, as well as the Army’s library of documentation on the ARP development process; more experienced acquisition personnel will benefit from the AI ARP Advisor’s thorough review of documents.  After contract award, Discovery Machine’s solution can provide support in:  monitoring the contract, automating report processing, and verifying that work completed matches the original requirements of the ARP.
