Research abstract

Preparing an Acquisition Requirements Package is a tedious process, reliant on outdated tools and heavily dependent on the knowledge of individual experts. The resulting long lead times and variance in contract quality hinder the ability to deliver value quickly and effectively for soldiers. This makes it difficult to consistently manage contracts and monitor vendor performance.ĀOur proposed solution leverages GovlyÆs advanced AI capabilities to automate and standardize ARP development tasksŚfrom ingesting requirements and creating contract content to comparing to past and current packages to defining evaluation and selection criteria and measuring performance. This will result in acquisition staff experiencing faster and easier creation of standardized, accurate, compliant, and high-quality ARPs. Consequently, this will drive quicker awards, higher-quality proposals, fewer protests, improved source selection, and better post-award monitoring, ultimately delivering better value for our soldiers.ĀGovly is uniquely positioned to develop the ideal AI-driven ARP development solution. As an AI-powered public sector intelligence and capture platform, Govly connects various entities such as governments, OEMs, VARs, distributors, and prime contract holders on a single platform. We leverage our extensive database of federal awards, budgets, and millions of real-time solicitation records from both public and non-public contract feeds. Companies like Hewlett Packard Enterprise, Nutanix, and CDW-G rely on our AI-enhanced solicitation data and real-time collaboration tools to find and coordinate bids on government opportunities and Govly believes there is significant value for the US Army to rely on this too.ĀOur Phase II solution will build on these proven AI capabilities, incorporating additional context from past Army successes and public resources on contracting regulations and procurement best practices. This will produce tools that allow acquisition staff to automatically generate or suggest accurate and appropriate contract types, requirements, and content for needed capabilities, resulting in AI-powered ARPs ready for presentation on SAM.gov or any other contracting vehicle. We will employ DevSecOps and human-centered design practices to ensure that our iterations are secure, informed, and validated by users throughout the process.ĀGovly's team of operational and technical experts will coordinate these efforts, ensuring timely and successful project completion. Our 18-month agile schedule breaks down the project into six sprints, each lasting approximately three months. Each sprint will focus on specific goals and deliverables, allowing for iterative development, continuous feedback, and adaptation based on stakeholder input and lessons learned. By the end of Phase II, Govly will have conducted comprehensive user testing, feedback collection, and refinements to successfully design and develop a collaborative AI-enabled ARP system for the Army.
