Research abstract

Logistics impacts everything, yet we still use first-generation logistics workflows plagued by slow-antiquated methods, manpower-draining processes, and mountains of paperwork. In some cases, these tasks have not changed since the 1970s. The bottom line means we are using analog Tactics, Techniques, and Procedures in a digital world. Information dominance is the key to staying in front of our adversaries in the competitive landscape that, if managed improperly, could jeopardize our national security. Global logistics operations demand a strategic information dominance platform that can collect operational data to feed dynamic decision agents and ensure fight-to-night readiness in defense of our nation. These operations demand technologies that respond quickly to dynamic operations during contingency, humanitarian, and peacetime operations. Transforming data into a weapon system enables the Department of Air Force readiness and informs decision-makers; currently, there is no mobile production software platform to streamline the cargo deployment function or Joint Inspections. Legacy systems exist for passenger processing; however, they do not employ modern software technology stacks, do not support mobile passenger sign-ups, cargo processing, and manifesting, and are missing a cloud-based digital deployment portal that provides full-scope provenance for deployments, returns, and re-deployments. This mission is essential to achieving the readiness and DAF power projection necessary to counter near-peer threats in a high-end fight. As the epicenter of logistics, the Joint Deployment Distribution Enterprise facilitates real-time management for tracking cargo, personnel, and patients as they transit the DoD. These operations and the supporting facilities are responsible for the safe and secure logistics support of 455 daily airlift sorties transporting millions of tons of assets and over 500K passengers via AMC, civilian, joint, and partner nation operations. These logistics centers and the materials that flow through them 24/7/365 are integral to fortifying our national security objectives. There is a known mission void of modern mobility and logistics software solutions to increase efficiency, agility, and responsiveness in support of strategic properties. Recent global conflicts demonstrate the need for reliable and responsive logistics. Much of the logistics processes are antiquated and based on outdated technology that does not deliver the requirements necessary to achieve the demands placed on the overall Logistics Enterprise today. This effort aims to enhance JI-JOE to become the Enterprise Digital Deployment Portal (DDP) software platform that our stakeholders demand and perform operational pilots with selected units. This effort will focus on extending JI-JOE, advancing integration with the RAWHIDE software (a major component of the Technergetics portfolio for the Cargo Deployment Functions), and deploying the software to DAF Cloud operations.
