Research abstract

Data interoperability is a critical challenge for the military as the battlespace evolves into an increasingly complex network of disparate software tools, communication protocols, and bespoke application interfaces. While Application Programming Interfaces (APIs) and implementations such as REST and GraphQL have provided a level of standardization, they remain inherently brittle. Current systems are tightly coupled to the specific APIs they are designed for, meaning any change to the underlying API can break dependent applications. Service Oriented Architectures (SOA) frameworks exhibit issues such as changes in the API definition, third-party service dependency changes, poor error handling, data inconsistencies, authentication issues, and data model mismatches which lead to service disruptions, increased maintenance costs, scalability challenges, and security vulnerabilities. Given that mission requirements demand continuous software evolution, this fragile relationship between applications presents a primary mode of failure for data interoperability. The emergence of Large Language Models (LLMs) capabilities indicates a promising area of research to overcome these rigid API interface coupling and workflow limitations. Current LLMs excel in open-ended conversation (e.g. chatbots), but without specific instructions fall short in performing sequence of operations to mimic sequential workflows. In contrast, human “agents” typically decompose workflows into API interfaces, as well as the series of actions and programming code to invoke these interfaces, to achieve the desired result. These API workflows are often custom-defined and prone to changes, and human “agents” can adapt to these changes by proactively monitoring API documentation or, more typically, reacting to these changes after a dependent software system function breaks. This presents an opportunity to research API Flow, a universal API (uAPI) Workflow Orchestration concept to alleviate this strong coupling by leveraging recent advances in Large Language Models (LLMs) and Agent frameworks. LLMs have proven extremely useful in translation, reasoning, and structured document generation, making them ideal candidates for acting as natural language proxy agents between disparate systems. Instead of direct integration with a rigid API, applications would interact with an LLM-based uAPI endpoint, which dynamically transforms queries into the required format for the target system. This effectively abstracts downstream applications from any specific API implementation, enabling interoperability even as software evolves. This concept is directly applicable to the Army SBIR program’s Army Tech Marketplace (ATM) software and provides a viable alternative to manual data source ingestion pipeline maintenance in order to achieve Innovation Economy business intelligence.
