Research abstract

VoxCroft Analytics and the MIT Lincoln Laboratory are teaming up with Google LLC to build a machine translation solution that will dramatically improve the U.S. ArmyÆs ability to identify and counter informational threats in the most challenging and contested information environments in the Indo-Pacific region. The VoxCroft team will synthesize its already mature low-resource language data collection methods, Natural Language Processing (NLP) innovations through large language models (LLMs), advanced public sentiment and disinformation detection capabilities, and deep experience building and integrating translation technologies for the U.S. defense and intelligence communities. VoxCroft, MIT, and Google each bring unique technical backgrounds, expertise and demonstrated results in assisting the U.S. Government with technologies that keep its people safe and mitigate malign actor disinformation¢we are an optimal team to build, test, and deliver a highly effective, yet easy-to-use ōintelligence in a boxö solution for operations in the Pacific information environment and beyond. The VoxCroft teamÆs solution will address long standing intelligence and operational gaps in austere, denied, or degraded information environments. U.S. intelligence collection and information operations are exceedingly encumbered without the means to translate critical insights from low resource environments where dozens, if not hundreds of languages are spoken. U.S. military resources for translating low- resource languages are limited, human-intensive, and inconsistent, while commercially available translation software solutions simply do not exist for most of the regionsÆ languages, or perform poorly in the context of military intelligence requirements and information operations. As a consequence, foreign adversaries exploit U.S. vulnerabilities in the low resource information environments to manipulate elite and public opinion in their favor and proffer anti-U.S. narratives in vernacular media. Indeed, RussiaÆs Wagner Group actively pushes derogatory anti-Western content through community radio throughout West and Central Africa while China packages its social media strategic communications in local languages to resonate with hyperlocal target audiences. Deficiencies in low resource languages in contested environments, therefore, are an operational hubris that must be overcome to maintain a competitive strategic edge.
