Research abstract

During the DHS First Responder Digital Badges Phase II, Digital Bazaar and its partner organizations will focus on building out required technology identified in the Phase I gap analysis. Specifically, we will focus on researching and implementing offline digital credential transmission and verification for digital wallets, digital credential issuing APIs for organizations that issue credentials for first responders, and enabling an online workforce skills platform that will enable incident commanders to search for first responder talent in their area during incident pre-planning as well as consuming the same digital credentials during incidents. We will also perform one or more pilot projects to demonstrate an integration of the technology with a committed national, state, or local registration authority, such as a state EMS licensing authority, colleges issuing transcripts through a committed national education transcript platform serving more than 6,000 education institutions, and/or the National Registry of Emergency Medical Technicians, and the issuance of these digital credentials into a first responder digital wallet. The pilot(s) will also demonstrate the consumption of one or more first responder digital badges by an incident management system, a digital workforce skills system, and/or a local or state municipality. The commercial application will be a digital credential issuing and verification platform for the first responder ecosystem including a first responder digital wallet that can be used in both an online and offline capacity, with API integrations into incident management software systems that can perform "clock in" / "clock out" functionality and real-time skills/training auditing.
