Research abstract

Near-peer adversaries continue to design, develop and aggressively operate increasingly sophisticated ground and space-based systems to deny, degrade, and disrupt U.S. space assets. To preserve national security space capabilities across the spectrum of conflict, we must make timely mission-relevant space battle management, command and control (SBMC2) decisions to defend our satellites, mitigate adversary actions, and attribute behaviors when necessary. To meet this requirement, Charles River Analytics proposes to design and implement the System for Tactical Analysis with Real-time Space Capability Assessment of Predicted Events (STARSCAPE). STARSCAPE is a probabilistic, multi-threat, multi-event analysis and decision support tool that builds upon proven Charles River technologies. STARSCAPE will model multi-object and campaign-level activities without the traditional bias risks associated with current space threat assessments using iterative system and multi-modal analyses. STARSCAPE assesses risk and provides COAs based on probability and consequence likelihood on tactically relevant timelines. Finally, STARSCAPE supports not only real-time operations, but also enables tactics and doctrinal exploration and tactics, techniques, and procedures (TTP) development through a robust Red/Blue wargaming framework.
