Research abstract

As the United States safeguards the Indo-Pacific region, threats are evolving technical measures to impact our ability to project power during heightened operational conflict phases.  A primary concern is the ability to exchange information at the region's tactical “edge” to operate effectively with low observable, contested degraded, and operationally limited environment.  We aim to democratize battlefield information by removing digital isolation for all warfighters operating on the edge in heightened operational conflict phases. The project provides a “smartphone-like” utility in a software and cloud platform to effectively ingest, categorize, store, curate, and distribute data where users can subscribe to topics or “push-pull” data to others in real-time. The solution synthesizes priorities and bandwidth limits to maximize information dissemination. The objective is to deliver the “right data to the right user at the speed of relevance” under degraded communications. This project establishes a software/cloud platform that provides access to high-fidelity data from broad regions and diverse systems with hyper-specific queries returning concise, relevant answers.  This solution will aid the “order of battle” by through efficient low impact communications.  The approach builds on FishEye’s Pelagic product, allowing access and querying complex platform-specific data streams using metadata to transcend data standards and provide the fastest network, computing, and storage performance. It leverages Intrinsic’s Skyhub® to orchestrate updates securely to the fielded edge. The project innovates capabilities to make data platform and application-independent, prioritize, throttle, and restart data movement to optimize information transfer over contested and disrupted networks and connect data from the DoD cloud, sensors, combat systems, and the tactical edge.
