Research abstract

Through numerous conversations and interactions with high level Air Force leaders, Cypress Resources has seen firsthand that the DoD does not possess the adequate system needed to align, implement, and measure its strategic objectives to mission effectiveness. In November of 2018, the National Defense Strategy (NDS) Commission issued its final report of assessment and recommendations. Key among these findings include: DoD struggles to link strategic objectives to operational concepts, capabilities, programs, and resources DoD needs a rigorous force development plan that connects its investment strategy with its key priorities DoDĺs analytical capability must be repaired and is essential to meeting the challenges NDS identified, giving Congress confidence that the DoDĺs budget requests reflect its stated priorities The lack of unity among senior civilian and military leaders in their description of how strategic objectives align with force readiness, structure, or modernization priorities DoD has not clearly explained how it will implement the NDS with the resources available DoD has failed to strategically prioritize resources to build key future capabilities DoD should establish cross-functional teams to integrate strategies and operational concepts The deficit in analytical capability, expertise, and processes must be addressed DoD does not have a system to ensure available dollars are being spent efficiently and effectively as possible DoD should develop a force architecture that answers to the objectives, prioritized operational concepts, adaptation, assumptions, and competencies that will drive strategy Based on our research, there has not been a significant R&D effort designed specifically to address these glaring issues. As stated in the NDS, ôThis deficit in analytical capability, expertise, and process is intolerable in an organization responsible for such complex, expensive, and important tasks, and it must be remedied.ö No one can doubt the desire of DoD leaders to overcome the lack of force architecture, systems, analytics, and processes to successfully implement and monitor strategy. Brute force and man hours will not keep pace with our rapidly growing threats of Russia and China. Resourcing a strategy appropriately entails ensuring the available dollars are spent as efficiently and effectively as possible.
