Research abstract

Non-lethal force is intended to incapacitate or repel targets without fatality or permanent injury. Although a valuable resource for military and law enforcement agencies worldwide, development of these weapons must carefully balance effectiveness with potential injury risk. In the 1990s, a sticky foam gun non-lethal weapon was used that was overall effective, but the material was not breathable or easily removable. This resulted in a risk of target suffocation and significantly limited transportation of detained targets. There is a need for a new and innovative approach with improved efficacy and usability. To meet this need, Luna Labs USA, LLC proposes the development of a tactical, adhesive foam that non-lethally and temporarily detains targets. The foam will be formulated of a chemistry that facilitates rapid foaming, high expansion, breathability, and adhesiveness. The resulting material will be elastic and also capable of water-initiated breakdown during removal. The open-cell, breathable foam structure will be generated without the need for volatile solvents, and deployment with the proposed dispenser will provide greater ability for entanglement with less time and material. Luna Labs will leverage computational models and simulation to demonstrate the feasibility of the approach for incapacitation.
