Research abstract

CareStarter Technologies Inc is a technology company focused on scaling and automating care management through the delivery of information and resources to families. The model is focused on building resiliency that empowers entire communities. This occurs by utilizing a systems theory framework, managing trauma families experience, and shifting from a reactive approach to proactive. In this proposal, CareStarter seeks to impact the Air Force Exceptional Family Member Program (EFMP) through a pilot, followed by scaling to support all military families with Phase III commercialization before expanding to other use cases (e.g. Veterans Affairs).   EFMP is intended to provide support and guidance to active members who have one or more family members with a special education or health need. CareStarter has demonstrated significant savings on operational costs while dramatically scaling care management reach and impact with non-defense commercial customers. With a signed MOA with Travis AFB, CareStarter’s platform will accomplish the following: (1) EFMP compliance with federal law and DoD guidelines, (2) EFMP process/data standardization and operational efficiency, and (3) improved readiness for EFMP-enrolled families. This Phase II trial will allow CareStarter to prove this problem can be solved and show military families that innovation benefiting them is a priority.
