Research abstract

The 364th Recruiting Squadron (364th RCS) in Sacramento, CA has a national defense-related mission need in the area of improving data processing and refinement in order to continue to achieve the Airmen recruiting goals essential to sustaining USAF’s overall mission readiness. Recruiting and Growing strong leaders is one of the top four priorities for the Secretary of the Air Force’s mission priorities. The solution requires a new approach to data and processes. This strategic optimization of recruiting data, tactics, processes, and procedures at a holistic level, while maintaining privacy of data, is essential to ensure warfighter accession and readiness, ultimately helping meet target recruiting and quality goals.    Specifically, the 364th RCS wants to analyze substantial amounts of recruiting-related data that is inaccessible for analysis (i.e., “trapped”) in the legacy system, AFRISS, used by AFRS. Essential recruiting records, regional data, trend analysis or other potentially valuable data often go unused because: a) data is too big (e.g., petabytes) and therefore not easily transferable to AFRS or expert third-party analysts; b) data is too confidential and external OPSEC or Personally Identifiable Information (PII) privacy policies prevent sharing the data; c) data is in multiple locations and it is physically or legally impractical to centralize; and/or d) data is raw and cleaning and normalizing costs are prohibitive.    Via Science, Inc. (VIA) has a TRL-5 software platform, TAC™, that helps electric utilities connect their sensitive data to AI/ML applications while ensuring the highest levels of security and privacy. Under a STTR 20.C Phase I contract, VIA explored USAF’s similar need to connect a wide range of recruiting, training, and other types of sensitive data to analysis tools and dashboards without compromising OPSEC or data privacy. As a result, VIA proposes to make six specific adaptations and enhancements to the current non-defense TAC™ solution to help USAF’s 364th Recruiting Squadron at Travis AFB connect data currently “trapped” in its legacy platform, AFRISS, to current and new analysis tools that inform commanders’ recruiter training and personnel optimization decisions. VIA and the 364th believe the resulting prototype solution, ROAD (Recruiting Optimization and Analysis Dashboard), will prove suitable to scale in a Phase III effort to improve the Rapid and Effective Decision-Making Capabilities of units across the Air Force Recruiting Services (AFRS) while transitioning into an Air Education & Training Command (AETC) program of record.
