Research abstract

The USSF requires a next-generation HCM platform that can keep pace with rapidly evolving mission needs, provide real-time guardian visibility, and integrate seamlessly with existing DoD infrastructure and security controls. This Phase II project will deliver the Guardian HCM Accelerator, a modular, IL-4-authorized Software-as-a-Service deployment of Oracle Fusion Cloud HCM (Base HR, Talent Management, and Recruiting) hosted in Oracle Cloud Infrastructure (OCI) Government regions. The accelerator will replace rigid legacy systems with a mobile-first, AI-enabled solution that gives commanders instantaneous insight into billet status, automates talent pipelines, and embeds Space Force Specialty Codes (SFSCs) natively across core HR, analytics, and recruiting workflows.
