Research abstract
The United States Space Force (USSF) faces a critical need to modernize its Human Capital Management (HCM) systems to support Guardian readiness, streamline Human Resources (HR) operations, and enable agile workforce management in alignment with the Space Force Personnel Management Act (PMA). Legacy HR platforms are fragmented, inflexible, and incapable of supporting the dynamic operational tempo and security requirements of today’s space domain. Mission Phoenix proposes the deployment of a secure, configurable HCM pilot system built on the commercial Workday platform, one of the most widely adopted enterprise HCM solutions available globally. This Direct to Phase II (D2P2) effort delivers an IL4-compliant, cloud-native HCM system configured for up to 300 users and tested under an Interim Authorization to Test (IATT). The pilot will use synthetic data to demonstrate real-time personnel tracking, AI-enabled workforce analytics, secure mobile self-service, and seamless interoperability with existing Department of Defense (DoD) systems such as MilPDS and DCPDS. Our proposed pilot leverages Mission Phoenix’s certified partnership with Workday and proven track record deploying HCM systems in classified federal environments, including for the Defense Intelligence Agency (DIA). The pilot includes delivery of essential Workday capabilities (Core HCM), Talent Optimization, Prism Analytics, Journeys, Extend, and Cloud Connect for Third-Party Payroll, configured to USSF-specific needs. It is hosted in AWS GovCloud and aligned to Zero Trust Architecture (ZTA) principles. Security documentation, including a complete Risk Management Framework (RMF) package and BOE, will be submitted in support of the IATT and future ATO at the end of the proposed period of performance. Mission Phoenix’s direct access to Workday’s implementation tools, APIs, and IL4 best practices enables rapid, low-risk deployment that avoids common integration pitfalls. Our technical approach emphasizes configuration over customization and reducing implementation timelines while supporting long-term scalability and security. The pilot will validate modular workflows, secure DoD system integration, user onboarding, and performance analytics, providing a repeatable model for broader Phase III deployment across USSF and the DoD enterprise. This solution directly addresses USSF’s need for a modern, mobile-enabled, and mission-aligned HCM capability that advances talent management, operational agility, and digital transformation within secure government environments.
