Research abstract
Illicit financial flows—masked by opaque logistics, shell companies, and front networks—are fueling adversary proxy warfare, fentanyl trafficking, and gray-zone influence operations across NORTHCOM and SOUTHCOM. Yet the Department of the Air Force (DAF) lacks a fused, real-time system to detect and act on these threats. PACIFICRIM addresses this critical gap.PACIFICRIM is an AI-powered, autonomous data fusion system purpose-built for defense-scale anomaly detection across maritime, financial, corporate, and mobility domains. Unlike conventional AML tools, PACIFICRIM ingests over 1 million records daily, correlating Automatic Identification System (AIS) vessel movements, customs filings, cryptocurrency transactions, corporate registries, and device metadata to detect threat-financing patterns in real time. It has already demonstrated value in the private sector—generating $3.3M in commercial revenue—and proved its feasibility through internal R&D that uncovered fentanyl precursor flows linked to Chinese firms and front entities operating in Mexico. This Direct-to-Phase II effort will adapt the PACIFICRIM architecture for DAF mission environments by integrating biometric and mobility data, enabling pattern-of-life analytics, and deploying a hardened solution in a secure DAF network. Key objectives include ingestion at mission-relevant volumes, >85% anomaly detection precision, and sub-minute alert latency.PACIFICRIM aligns with OUSD(R&E) priorities in Trusted AI and Integrated Network Systems, and directly supports ISR missions that rely on detecting covert adversary activity before it manifests kinetically. The system reduces cognitive burden for analysts, shortens the “discovery-to-decision” cycle, and equips the DAF with a novel, battle-ready tool for ISR operations, deterrence, and strategic disruption of illicit adversary logistics.PACIFICRIM is not a concept—it is an operationally proven capability, ready to be deployed in support of DAF missions at home and abroad.
