Research abstract

The Navy fields complex, software-intensive systems. These systems are not static; rather, they undergo constant and expensive modification and upgrade in a process often lasting decades. Modifications to the Navy systems come in the form of change packages affecting one or more of the existing systems. The Navy has the need to determine appropriate cost estimates to implement the capabilities specified in a change package. Traditionally, a standard metric has been utilizedSource Lines of Code (SLOC). SLOC has been in use for decades to estimate software cost. However, SLOC has been shown to be inaccurate in estimating overall costs. More reliable methods of cost estimation are required to minimize cost overruns. The use of Automated Function Point Analysis combined with a Big Data indexing systems is one such method and is the focus of this proposal.
