Research abstract

The Department of the Air Force has a critical national Defense-related mission need in the area of Trusted AI and Autonomy, specifically addressing the challenge of maintaining decision superiority through advanced support capabilities in potentially classified environments. In today's era of Strategic Deterrence, our forces require secure, offline, high-performance systems that enable rapid technology maneuvering and resilient innovation at the edge, ensuring sensitive discussions and data remain completely isolated from external networks. The mission need for secure, automated facilitation must be addressed now to empower Airmen with decision advantage in contested environments. Current facilitation and analysis tools require internet connectivity, severely limiting our ability to apply these powerful capabilities to potentially classified problem-solving. Our Airmen need offline deep learning workstations that can process thousands of internal documents, doctrine materials, and turnover binders in seconds, all while maintaining complete isolation from external networks.  Imagine a network of 20 (and scalable beyond) innovation cells across the Air Force enterprise, each equipped with standalone systems preloaded with adaptable reasoning assistants and comprehensive facilitation frameworks to strengthen mission command. These closed-loop workstations not only provide 24-hour customized support for meetings, planning engagements, idea refinement, and just-in-time training, but also include a secured process for offline updates, patches, and iterative capability enhancements, ensuring they remain current with evolving operational requirements.  These offline systems serve as mission-focused libraries, enabling frontline innovators to preserve institutional knowledge and enhance operational continuity. By combining proven facilitation methodologies with powerful offline analytics, these systems help teams design targeted workshops, streamline processes, and run scenario-based learning - all without external dependencies. The program creates a foundation of skilled facilitators supported by secure automated tools that evolve based on unit-specific data and experience. This comprehensive approach addresses the immediate need to bring advanced reasoning and facilitation capabilities into potentially classified spaces while maintaining absolute security. The mission need for Airmen to leverage intelligent automation and expert facilitation support in secure environments must be addressed now through this offline facilitation initiative, enabling all Airmen to outthink adversaries in contested settings. TACOS delivers operationalized decision advantage, ensuring rapid, secure innovation across all-domain operations.
