Research abstract

The purpose of this Phase II SBIR initiative is to assist depot managers in the establishment of an organic, institutional Industrial and Systems Engineering (ISEN) capability that will apply sound engineering principles and practices to the discovery and application of maintenance, repair, and overhaul (MRO) enterprise policies, procedures, and techniques. The depot’s organic ISEN resources will be directed towards supporting improved agility, throughput, and system responsiveness in response to ever-changing demands, priorities, and resource constraints. The proposed MP2O Phase II project will (i) baseline current ISEN resources; (ii) survey and adapt industry best practices; (iii) assemble, adapt, and document the policies, procedures, methods, and standards that define the practice of industrial and systems engineering and integration; (iv) plan organization and redeployment of resource base; (v) establish education, training, and certification; (vi) establish collaboration with university ISEN resources to support OC-ALC needs; (vii) establish collaborations for a military MRO ISEN community of interest; and (viii) identify and establish enabling principles, models, methods, and directed technologies to support depot industrial and systems engineering practitioners. Innovations include fusion of multiple disciplines to provide effective policy analysis support and the leveraged application of sustainment physics to deliver MRO operations knowledge. BENEFIT: The primary benefits of the proposed effort will be the deliberate, integrated, and accountable application of professional ISEN resources throughout the depot. Other benefits include (i) industrial processes and systems will be requirements-driven, clearly documented, simulated, and predictive; (ii) production capabilities will be adaptive, flexible, and integrated across the enterprise including facilities, production processes, supply chain, information technology, and manufacturing; (iii) productivity improvement results will have predictable, measurable, and verifiable AFSO21 savings in man-hours, maintenance cost, and quality, demonstrated by tangible continuous performance improvement.
