Research abstract

Under the Navy’s Programming, Planning and Budgeting System (PPBS), OPNAV conducts simulation-based assessments to provide traceability from systems characteristics and performance (C&P) data at the Program Executive Offices (PEOs) and Program Management Offices (PMWs) to warfighting effects computed by engineering, mission, and campaign level models. In addition the PEOs and PMWs are responsible for simulation based assessments as part of the Joint Capabilities Integration and Development System (JCIDS) process. Accurate modeling and simulation of Naval and Joint communications systems is a key aspect of both process. The current state of communications modeling is to run engineering level simulation in NETWARS and then pass static data tables as input to multi-mission models such as that Naval Simulation System (NSS). This Phase II effort would lead to the development of a prototype modeling and simulation toolset that would closely integrate NETWARS and NSS and would allow for high fidelity analysis for the PPBS and JCIDS processes. The toolset would be designed in an open source manner and would be extensible to include other simulations such as the SATCOM Network Planning Tool (SNPT).
