Research abstract

Under the Navy’s Programming, Planning and Budgeting System (PPBS), OPNAV conducts simulation-based assessments to provide traceability from systems characteristics and performance (C&P) data at the Program Executive Offices (PEOs) and Program Management Offices (PMWs) to warfighting effects computed by engineering, mission, and campaign level models. Accurate modeling and simulation of Naval and Joint communications systems is a key aspect of this PPBS process. The current state of communications modeling is to run engineering level simulations in NETWARS and then pass static data tables as input to multi-mission models such as the Naval Simulation System (NSS). This methodology neglects feedback paths that exist within the communications architecture and does not meet the government-mandated level of fidelity for the PPBS process. To address this issue Metron will extend a High Level Architecture (HLA) federation between NSS and NETWARS that Metron investigated in 2003/4. In order to make this federation practical for use in the short analysis timelines required by the PPBS process Metron will dramatically reduce scenario construction times by implementing an NSS to NETWARS two-way scenario transfer. Efforts will reduce the federation runtime by identifying and focusing on key scenario timeslices to construct dynamic communications data tables.
