Research abstract

Since as early as mid-2021, Chinese state-sponsored hacker group, Volt Typhoon has infiltrated thousands of devices targeting critical infrastructure including energy, communications, transportation, and water treatment facilities—now lying in wait for a coordinated attack, these operatives could cripple US infrastructure, potentially disrupting power and water to military facilities and critical supply chains.  When a breach happens in the Department of the Navy (DoN), military operations and the lives of our warfighters are on the line. US National Security depends on keeping bad actors out of our networks, and more importantly, sensitive data safe from such actors even if networks and systems are breached.   The DoN requires robust and future-proof solutions (i.e., rooted in rigorous mathematical and cryptographic based designs) to securely share and transfer, and collaborate using information across diverse environments while ensuring the integrity, controlled access, and restricted distribution of this information once delivered, even in Denied, Disrupted, Intermittent, and Limited (DDIL) environments where connection is not always guaranteed. Confidencial addresses the critical need for technology that can provide these capabilities independent of traditional network, application, platform, or database controls. By shifting the focus of Zero Trust to the data layer by enabling automated fine-grained cryptographically enforced access control and protection of data elements directly (inside the application layer of the TCP-IP stack), we enhance flexibility and resiliency in data protection and strengthen the DoN’s posture in the Great Power Competition vs. China.
