Research abstract

Achieving the Army’s need for resilient Networking at the Edge and effective EW for Spectrum Dominance requires a novel approach. Our adversaries seek to disrupt or deny the US and our allies from reliable access to spectrum. The Army must respond with a disruptive solution for Spectrum Dominance, providing freedom of EMS access and maneuver while obfuscating, confusing, disrupting, and denying the adversary. A solution must possess key characteristics:Agile EMS Maneuver: Rapidly adapt to congested and contested EMS faster than our adversaryDistributed Operations: Collaborate and orchestrate across systems (radio, EW, sensing) without relying on central C2Controllable, Flexible, and Configurable: Rapidly and remotely reconfigurable to meet changing mission needs.Interoperable and Evolvable: Enable interoperability among vendors and adoption of new technologiesSSC’s Tactical Edge Electromagnetic Spectrum (TEEMS) Maneuver solution provides those disruptive characteristics through a novel combination of 3 components:TEEMS Planning & C2 Apps hosted on laptop and ATAK HMI tools enable planning, rapid reconfiguration, and C2 of edge RF systems running TEEMS embedded software.Software-enabled sensing & automated EMS maneuver integrated into edge RF systems providing distributed and controllable operations; flexible implementation across systems; and continuous evolution through software.Spectrum SA Apps connected to distributed sensing data generated by TEEMS software embedded in edge RF systems. SA Apps are hosted on laptop and ATAK HMIs enabling actionable SA.TEEMS extends Network and EW functionality beyond the current highly-centralized operations by embedding automated adaptation and sensing in edge RF systems and providing HMI tools that produce actionable SA capabilities across echelons and formations:Planning & C2: Spectrum and EW mission planners use TEEMS planning apps to define rules governing how, when, and where EW, communications, and sensing systems access spectrumAutomated & Orchestrated Maneuver: TEEMS software embedded in edge RF systems enables distributed sensing and automated spectrum adaptation for resilient networking while enabling offensive and defensive EMS Maneuver to obfuscate, confuse, disrupt, and deny an adversary.Spectrum SA: TEEMS embedded sensing sends actionable spectrum SA data to laptop and ATAK HMI tools that include signal geolocation, RF signature management, and EW & SIGINT cueing.SSC has evolved TEEMS capabilities through ongoing IRAD efforts including participation in multiple field exercises such as Cyber Quest.SSC proposes a 24-month Persistent Experimentation effort to produce and evaluate prototype TEEMS capabilities in field experimentation and operation by soldiers across 8 field exercises. The effort will iteratively evolve TEEMS capability, deliver experimental data and TEEMS interface specifications, and provide residual TRL-6/7 HW and SW for continued Army experimentation.
