Research abstract

With near-peer competitors (Russia/China) holding large space assets at risk, DAF/AQ for Space Acquisitions, Frank Calvelli is pivoting away from large vulnerable expensive satellites and toward rapidly deployed, numerous, low-cost commercial-grade smallsat constellations. USSF cannot scale enough Guardian ground operators to manage the massive constellations Calvelli is seeking. For SSC, Space Operations Center (SpOC) and others, dynamic constellation operations will require advanced automation and management tools to quickly deploy smallsats and maximize their effectiveness. Quindar is the single, unified platform needed by USSF to automate heterogenous constellation mission planning, command & control (C2), and incident management for multiple constellations - eliminating bespoke ground system development, minimizing training, and increasing availability and efficacy of USSF assets.
