Research abstract
Lifecyle system product gaps, stakeholder miscommunication, delays in fleet response and inefficient modeling and stakeholder process, model and data linkage and interfaces requirements are major contributors to current system mission reliability states and affordability drivers. The contribution of a poorly defined and utilization of Lifecyle system design ontology and utilization of such can be derived from key use case scenarios that are historically pervasive across all major platforms that impact System mission reliability and affordability.• Holistic and balanced systems are not being delivered with initial planned capabilities to the Warfighter. • Product development and delivery have gaps in the operational and sustainment products, processes, and support system to maintain the expected level of mission reliability across the lifecycle.• Acquisition phase decisions with poor assessments, inadequate or unbalanced program decisions.• Inability to visualize design balance decisions on complementary operational and sustainment products.• Inadequate definition and linkage of technical design data to sustainment and operational product definition.• Balanced lifecycle design assessment opportunities• Delivery of stovepiped and gapped operational system solutions that result in minimized capabilities or gaps in the operational and sustainment supporting solutions• Delayed identification and analyses, extended response time, and delayed corrective action to mission degraders and providing solutions with ‘speed to the fleet’• Inefficient digital solutions development and delivery• Inefficient degrader identification and response to root cause analysis• Inefficient data utilization Underlying these scenarios is the lack of the lifecycle ontology definition to foster communication and linkage and relationships across stakeholder processes, handoff, tools/application, products and interdependencies. Shipcom proposes to demonstrate an AI-enabled semantic modeling solution that will provide a Naval Aviation Enterprise (NAE) capability, capturing the lifecycle ontology definition by leveraging work with Protégé or other OWL tools. The primary objective of this effort is:Provide the foundational framework and toolset to capture and utilize a product’s Lifecycle System design ontology within the NAE. Secondary objectives of this project are:Apply AI/ML technologies to utilize the ontology to assess and visualize the product system reliability design and performance opportunities enhancing overall system product and capability delivery and affordability.Demonstrate an AI-enabled solution application on the Shipcom AI platform that leverages our current work at Fleet Readiness Center East (FRCE) to demonstrate a Depot-level Maintenance solution to improve depot-level maintenance.
