Research abstract

The Department of the Air Force (DAF) must maintain constant and continued readiness across all pre-conflict and conflict phases, from Phase 0 - shape, Phase I - deter, and Phase II - initiative, through Phase III - dominate. To do this in a new era of Great Power Competition, the Air Force must gain a detailed understanding of the advanced and pacing threat, specifically the capabilities of red force nuclear and directed energy weapons. Using Fuse’s low cost, portable, and variable energy output Electro-Magnetic Pulse (EMP) generator, Fuse will enable the Air Force to emulate threat scenarios and test the critical weapons and infrastructure systems as well as the existing nuclear sensing architecture (Operational Imperative 6 and 7). It will also allow the DAF to evaluate our Space and Air systems Order of Battle (Operational Imperative 1) and readiness for the high-end fight (Operational Imperative 7). Critical systems of interest that require this testing include the B-21 long range bomber (Operational Imperative 6), the Sentinel (Minute Man III Intercontinental Ballistic Missile replacement), as well as space systems essential to the Nuclear Command and Control enterprise like the Advanced EHF Satellite system (Operational Imperative 1 and 7).  The Department of Defense and the Air Force are in the middle of an unprecedented recapitalization of the ENTIRE nuclear triad to include the weapons themselves. Since the triad was created, this has never occurred in our history. This investment of over $1 trillion is budgeted, funded, and in build, above all other competing requirements and Defense needs, because it is necessary as the most important global deterrent in our arsenal to counter those who wish to dominate the United States and undo our freedoms.
