Research abstract

The proposed project under Phase II aims to develop a new capability for the Department of the Air Force (DAF) that will a enable real time common operating picture across civilian and allied fleets for disaster response, mutual aid, and response to Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) threats and attacks. HAAS Alert is a Chicago-based small business that has a commercial solution that is currently deployed across over 2,500 state and local first responder fleets ranging from small towns to state patrols to big cities including FDNY and DC Fire & EMS, providing digital alerting and geolocation services via its HA-7 IoT transponder. This COTS solution provides safety alerting as its core service, and has been used for situational awareness and mutual aid. Major brands including Dodge, Jeep, Ram, and Chrysler are customers of the HAAS Safety Cloud data feed. Any time a CBRNE attack or natural disaster occurs, it is incredibly difficult for Air Force and DoD to maintain a common operating picture of assets on the ground - coordination is required with civilian or allied first responder vehicles that don’t normally share their location data with the DoD.First we will adapt and modify the HAAS Alert’s HA-7 transponder, currently installed permanently on over 2,500 first responder fleets, to create a rapidly deployable  transponder for temporary deployment on vehicles that are not already integrated with HAAS Alert's Safety Cloud to create a holistic real time view of partner fleet location.Second, we will integrate that combined Safety Cloud data feed into the SIGMA CBRNE platform to enable real time coordination across attack sensing and response.Third, we will integrate with the USAF fielded Tactical Assault Kit (TAK). The combination of these three adaptations will result in a first of its kind true common operating picture across non-DoD assets for civil-military cooperation during major incidents and attacks. Engagement with various stakeholders, including test range officials, information assurance officers, and system program office engineers, is planned to ensure compliance with DAF regulations and operational guidelines. Continuous feedback from end-users will be sought throughout the project to refine and enhance the solution’s capabilities.Through a subcontract we will leverage the expertise of experienced large business Two Six Technologies which has significant past performance working with the USAF on TAK and has developed the commercial SIGMA CBRNE platform which we intend to integrate into and create a joint commercial solution. This project promises to deliver a new and game changing capability for the USAF via a common operating picture for disaster response.
