Research abstract

The United States Army Reserve (Pentagon) is evaluating technologies that streamline mobilization processes, especially artificial intelligence technologies that can accelerate mass mobilizations for Army Reserve Soldiers. From Request for Forces to Reporting to Mobilization (MOB) site, getting 50,000 soldiers and the associated unit equipment from home station to the MOB site involves a complex supply chain of people, parts, and paraphernalia. This requires unparalleled coordination. In contested environments, there is continuous uncertainty around what the bottlenecks are, and how the existing administrative and logistics processes can be further streamlined. An Artificial Intelligence system that resolves issues around bottlenecks (people, parts, equipment, or overall mobilization) first can provide greater throughput and flexibility would increase combat power, provide on-demand supply chain scale, and potentially cut overall mobilization times by 50%. This Direct-to-Phase-II effort aims to develop that Artificial Intelligence system: the Army Mobilization Intelligence System (AMIS). The proposed AMIS solution is an AI software that will recommend which movements to a) group b) change c) continue d) decelerate e) accelerate and f) even cancel from a holistic mobilization perspective (to maximize throughput). Additionally, this system will be able to scale up/down the supply chain (on-demand), based on the size of the mobilization/unit (ie. 50 vs 500 soldiers). The software will analyze lead times for every operation in the mobilization process and look at every step for bottlenecks/rate-limiting steps (people, parts, equipment, or any combination) to determine additional mobilization efficiency gains, that should lead to up to 50% faster future mobilizations. Data inputs regarding parts, people, equipment, and location will systematically be added and tested, as well as data inputs tied to predicting demand (weather, events, missions, global logistics bottlenecks.
