Research abstract

The Joint Task Force - Space Defense (JTF-SD) has a national Defense-related mission need to optimize utilization of commercial resources in support of its Protect and Defend mission. Under the guidance of the National Space Defense Center (NSDC) Joint Commercial Operations (JCO) and specifically with the Defense Readiness Agile Gaming Online Network (DRAGON) Army Operations, TensorX will leverage its best-in-class Optimization Platform (OP) to demonstrate dynamic tasking of the resources in the JCO network. Preliminary analyses suggest that this project will demonstrate a 12-20% increase in the global effectiveness of the JCO via dynamic tasking. At present, the JCO provides a High-Rate Revisit (HRR) list from which sensors choose which objects to observe at the frequency specified by the Rank of each object selected. At present, the HRR list is updated manually multiple times per day. TensorX has demonstrated the power of its model-based approach in automating what is, at present, a manual HRR list maintenance process. However, as the JCO migrates from its current operating paradigm to 24/7 operations, transforming the process of tasking sensors represents not only the most critical component, but the highest value opportunity to improve performance. This project will demonstrate the effectiveness and efficiency of leveraging the OP to task sensors dynamically. We will quantify the impact of transitioning from a manual HRR approach to de-centralized dynamic tasking as well as the gains that could be achieved from centralized dynamic tasking. The main goals of this project are to:  (1) Demonstrate the feasibility of leveraging the TensorX OP to optimize JCO sensor tasking; (2) Instantiate a JCO Operational Performance Model (OPM) that can be leveraged to assess the relative performance of various operational scenarios; (2) Utilize the OPM to quantify value to the JCO of  optimizing sensor tasking; (3) Quantify the impact of migrating from the current process to decentralized tasking; (4) Estimate the impact of migrating from the decentralized tasking to centralized tasking; and (5) Establish the feasibility of quantifying the relative contribution of various sensors and how those contributions vary based on the operational tasking approach.
