Research abstract

We will develop a quantum optimization software that enables Air Battle Management Systems (ABMS) to improve resource allocation for friendly force assets.  ABMS dynamic resource allocation presents a formidable challenge; characterized by its high-dimensional complexity and the critical need for rapid, accurate coordination. Traditional computational methods struggle with the exponential scaling of this problem, particularly under dynamic conditions where asset scheduling, variables and constraints rapidly evolve in real-time.  This submission applies the exceptional speed and accuracy of quantum computing to address the difficulties of iterating over multiple tactical schedules and solutions to a given operational plan. Our team is the only one to operationalize quantum computing for the DoD, which was accomplished via a prior SBIR/STTR Phase I, II and III for the USAF.  Lessons learned from that (R&D to production) transition include early integration of cyber security and constant focus on commercialization, which will be applied to this project.  To further ensure successful delivery of this capability, our team has grown to include leading Air Force quantum experts from AFIT and AFRL/RI, as well as one of the nation’s top Quantum Computing OEM’s, Atom Computing. Quantum computing efficiently solves combinatorial optimization problems. By leveraging quantum technology, this dynamic ABMS capability will not only outperform classical algorithms in speed and accuracy, but also adeptly handle the continually evolving nature of air asset resource allocation. To do this, quantum computing controls the quantum mechanical properties of superposition and entanglement enabling a superior alternative to classical algorithms or best-fit Battle Management Command and Control (BMC2) tools for AF operations. Our software will be focused on enabling PACAF 613 AOC (launch customer) to optimize assets with a model that will utilize variants of Quantum Approximate Optimization Algorithm (QAOA), such as subspace correction for constraints.  Collaborative engagement with PACAF will first address the complexity of resource allocation and then focus on high-dimensional operations.  This will include customized modification of the QAOA equation to assist the AF in addressing the unpredictable variables of modern air warfare, which is critical to the PEO’s delivering JADC2. Our focus on the dynamic aspect of ABMS, a less explored yet critical domain, underscores the potential of quantum computing. This application will improve real-time decision-making processes in complex, rapidly changing environments by harnessing the inherent speed of quantum computations.  In conclusion, this technological innovation stands at the intersection of quantum physics and military operations by introducing a powerful capability into an Air Force Operational Imperative.
