Research abstract

US Space Command (USSPACECOM) has a critical need for a capability to characterize and assess space multi-object threats to US military and commercial missions.  The capability not only needs to assess the intent of single object (satellite-to-satellite) threats, but also assess the intent of larger scale collective multi-object threats to disrupt US military and/or commercial missions.  This requires an integrated capability for US Space Operations, as part of their Space Domain Awareness (SDA) function, to predict impacts of space threats to active US military and commercial missions and execute appropriate responses to mitigate the threats. Penta Research proposes developing an architecture to expand their Coordinated Defense Simulation (CDS), which currently has a framework to support an integrated capability between US, Space, Joint Force, and Missile Defense System (MDS) capabilities.   A satellite risk-to-mission (RTM) assessment capability will be added with new functional modeling for the US Space Operations Combined Tasking Space Orders (CSTO) process.  This will combine a satellite-to-satellite threat assessment with the CDS capability to predict and provide feedback for impacts to US Joint Force and MDA performance.   The product will be an on-demand satellite RTM assessment and report capability integrated with the CSTO process.  The technological challenges of executing a satellite RTM assessment within tactically required timelines will be identified with relevant optimizing technologies to be explored such as reinforcement learning, supervised learning, particle swarm optimization, genetic algorithms, machine learning methods, and artificial intelligence (AI) algorithms.  The expanded CDS architecture will provide a unique capability which will enable US Space Operations to not only identify space multi-object threats but predict and minimize impacts to US Joint Force and MDS operations.
