Research abstract

Commercial Small Unmanned Aircraft Systems (sUAS) are being used at scale in the current conflict in Ukraine for intelligence gathering, targeting, and delivery of munitions. Commercial sUAS are inexpensive to acquire in large numbers, do not require extensive training to use, and are a proven threat to the lives of warfighters, critical equipment, infrastructure, and the public.á Given the increasing threat profile and ubiquity of drones available to be purchased and flown by hobby and commercial operators, the DAF must respond by improving its ability to protect and defend personnel, equipment, and facilities from the threat of sUAS. At the same time, sUAS are increasingly used for legitimate commercial purposes including survey, inspection, and delivery of goods.á A comprehensive solution to monitor the airspace for all UAS, both cooperative and nefarious is needed.á Hidden Level presents our proven solution for providing the DAF with a comprehensive, affordable, and scalable subscription based, real-time UAS detection, tracking, and identification capability.á Hidden Levelĺs Airspace Monitoring Service (AMS) is built with dual use technology to provide a common and tailored air picture to multiple users spanning DoD, federal, state, local, and commercial users.á The focus of the proposed effort is developing enhancements to our existing commercial DaaS subscription service while adding customizations targeted to meet the needs of the DAF to allow commercial and DoD users to operate using a common network.á These customizations will include track filtering for DoD priorities, integration into DoD information systems, enhancing the FAA mandated Remote Identification functionality, and implementing several technical improvements that enable cost reduction when scaling the technology more broadly.áá Many sUAS detection technologies offered today are point defense systems covering a small area, with detection data being provided to the operator or a small group of personnel at a nearby command post.áá This approach does not scale for the large area coverage needed for major cities, large public venues, and large critical infrastructure sites to include military bases, power stations, and airports. The proposed solution alleviates several shortcomings of existing technology, including privacy compliance, spectrum congestion, coordination across multiple stakeholders in complex airspace, and limited manpower. The Hidden Level AMS system provides Indications and Warning (I&W) at ranges around facilities well beyond the DAFĺs current surveillance ranges inside their federal authorities. Hidden Levelĺs commercial Airspace Monitoring Service (AMS) provides actionable streaming data through a subscription-based, real-time detection, tracking and identification feed which can be implemented broadly to achieve the Air Force Strategic Policy Objectives for securing facilities and personnel using a scalable, customizable, passive sensor network.ááá
